 standardize repo: baseline rollout (8 mandatory files) 
Align with project-the-baseline standards:
- .gitignore (canonical, revision 1)
- Makefile (canonical, revision 1)
- myproject.toml ([baseline] section for revision tracking)
- CHANGELOG.md, AGENTS.md, README.md, LICENSE
- CLAUDE.md (shim that points to AGENTS.md)
